On 6 December 2020, an activist from the Cuban Patriotic Union (UNPACU), José Handy Lovaina Moreira, was detained by officials from the National Revolutionary Police (PNR) – Captain Gianny Clape Rodríguez and Lieutenant Feyo Nicle Hernández. The detention took place in the house of the victim in the Bermejal neighborhood. The activist was allegedly detained due to anti-government posters which had appeared in the neighborhood. After the detention, he was driven to the PNR station where he was kept for 15 hours under interrogation led by the head of the State Security in the municipality, Lieutenant Colonel Lesnier Leiva. The official wanted Lovaina Moreira to say who was giving him the instructions to place these posters in public places of the neighborhood. Lesnier Leiva threatened the activist with imprisonment and fine amounting 3000 pesos if he did not tell him. He also took Lovaina Moreira's fingerprints to verify whether it was him who wrote the materials. Before his release, Lovaina Moreira was also threatened to be prosecuted if any other poster appeared in the neighborhood or anywhere else.
