"On August 14 at 8:30am, Mr. Henry Couto Guzman was detained on public streets by security officers Luis Angel and David Calzado, also known as Victor Calzado. Both officers, without arrest papers, began to threaten him in an attempt to provoke an incident. The victim indicates that this strategy is used to imprison activists for false crimes such as disobedience or contempt of authority. He was detained for an hour, the activist did not speak except to hold the officers responsible for what happened to him. Officer Victor threatened him by reminding him of the violent actions taken by the government on July 11 in the national demonstrations.
