Richard was on his way to the Cuban Institute for Freedom of expression ans Press (ICLEP) when he was detained by police officers. He was driven to the Police Department in Los Arabos and interrogated by State Security official Ramón. He was threatened with prosecution for his journalist job and for illegal distributing of bulletins. Moreover, Richard was prohibited to go out while the Congress of the Party is being held.
