Delvis, activist of the UNPACU, received an electric bill charging him more than he supposedly consumed. Delvis complained to the relevant authorities without positive result. Because of this, they organized a protest in Delvis's house. Yosmanis Clark was participating at the protest when he was detained and taken to the Unit of State Security. He remained there for 8 hours.
