State agents detain citizens in their homes while they search for certain activists to prevent them from participating in the protests.

"On November 14, 2021, the Eastern Democratic Alliance activist Leonardo Ramon, was being sought by State Security and the Police so that he would not be able to participate in the next day's march in Los Pinos. Not seeing him at home, the agents surrounded the homes of the activists in Los Pinos and did not let them leave their homes. There was even a confrontation between the State Security, the Police and the Rapid Response Brigade against the citizens. When they realized that Don Leonardo was not in the locality they dispersed, however they maintained surveillance until November 16."
