Alejandro Enrique Sánchez Zaldívar, a trade union activist from the municipality of Cabañas, was prevented from boarding his flight no. CM321 going to Panama in the morning, Saturday 16 November. The migration officials from the Terminal 3 at the José Martí International Airport in Havana informed him, that according to the system they are using, he had been banned from leaving the country. They also told him that he should go to see the police or prosecuting officer since he probably "has some problem and unless it is figured out, he would not be able to leave the country". Sánchez Zaldívar had been invited to participate in a trade union workshop carried out by the University of Latin American Workers (UTAL).
