"Niober García woke up on July 18 under siege in his house, with two State Security agents (State Security Department) camouflaged outside his house, preventing him from leaving his house for the whole day. When he tried to leave, they intercepted him and told him that they had orders not to let him leave all day, that the best thing for the activist to do was to go inside his house and not leave again. So he was unable to leave his house all day as a result of the fierce vigilance of the agents of the Department of State Security."
