Diosbany Salazar Rodriguez, activist and human rights defender, was cited by Parque 24 in Guantanamo where an officer named Victor handed him a fine of 500CUP for violating Article 8.3 on acts of disobedience. It is reported that this is a method used by the police to imprison human rights defenders.
