Mr. Cano Molina was diagnosed as a child with moderate to severe mental retardation. He attended special school, where he managed to reach a third grade level, according to IQ. In his early youth he suffered an accident which completely severed the nerves of his pelvic girdle, and his pelvis was fractuerd. He underwent surgery, but he is still waiting for other operations. He is currently suffering, in addition to mental retardation, chronic alcoholism, urinary incontinence, erectile dysfunction, bilateral renal and bladder litiasis, severe sepsis of the genito-urinary tract, and untreated hypertension. His intelligence quotient (IQ) is no greater than 51%.
He began life in prison at age 21, and since then has been sanctioned repeatedly by the People's Provincioal Tribunal of Pinar del Rio, where they have denied multiple attempts to apply for parole, even with the medico-legal opinion issued by the Institute of Legal Medicine, IML.
At present he is in a punishment cell, naked, isolated by the stench coming from his genitals, he is bleeding from the urethra and is rejected by the rest of the inmates. He is awaiting surgery. Julio César, as well as his familiy members have been victims of these irregularities, being mistreated and even psychologically tortured by racially discriminatory treatment. They have also been threatened by their own local authorities, including health workers in general.
National institutions are aware of the case. To date they have not made any pronouncement; meanwhile Cano Molina suffers in an isolation cell where his life is in potential danger.
