Mr. Rafael Chivas Castillo was preparing to participate in a civic march demanding the release of political prisoners at the headquarters of UNPACU in Guantanamo, when the police stopped his car and forced him get out. They prevented him from proceeding and he was further threatened by Major Cantillo, Security Chief of Caimanera.
