On 27th January 2019, when the tornado passed through the residence of citizen Zenaida Rodriguez, it affected all the houses in the area. The government showed up at the site of the damage and stated that it would support them free of charge by providing materials and putting in the labor force for the necessary reconstruction. They also took the opportunity to campaign for the people to approve the new constitution. Those affected began the procedures for the allocations, but the steps became very bureaucratic due to the multiplicity of procedures and documents required. This situation affected the assistance and timeliness of Zenaida Rodriguez to her workplace. The management of the company where she worked did not understand the situation she was going through and decided to terminate her employment contract. Ms. Rodriguez thought that now she would have more time to do the paperwork and get the materials more quickly, but she was informed that since she had no employment relationship, she had to ask for a subsidy. She went to the bank to apply for the subsidy, but she could apply since the government had her as a candidate for the assignment. In view of the lack of coordination between the entities, she complained to the government, they referred her that they would not help her until she sought a job placement. Due to the conditions in which this citizen is living she cannot look for a job.
