Alain was arbitrarily fined

The victim Alain Lobaina Laseria was traveling through the city of Guantanamo when he was arrested by police officers and inspectors who asked for his documents. He showed them his documents. They told him he was selling without authorization although Alain was not selling anything, so they accused him of altering the order. Alain was fined 750 pesos to be paid in 72 hours, unless he has been brought to the trial.
