Andis Luis was in a meeting that gathered different organizations opposed to the government in order to share the food resources. Among those organizations was also the one of Andis Luis "Juventud y Esperanza" (Youth and Hope), so he was given resources to share with its members. When he was almost at home, he was intercepted by the National Revolutionary Police (PNR) and without any justification he was robbed of all the products that had been given to him, as well as the medicines for the treatment of his illness that he had bought in the pharmacy. The officers physically and psychologically mistreated him and told him to leave without the resources. They also informed him that he could not claim them because if he did, he would be taken to the PNR station and would be accused of the crime of illegal economic activity with a sanctioning with prison from 3 months to 1 year, or with fine or both.
