Virgen Cuello was about to participate in an event organized by the Ladies in White Movement. When she was leaving her house in Arroyo Naranjo, she was detained by State Security officials (DSE) and National Revolutionary Police (PNR). She was then taken to the detention center El Vivac, where she was kept for more than 10 hours.
